Scientific and technical information in the Sovet Union
Abstract
Since the victory of the Great October Socialist Revolution, the Soviet Union, in compliance with the directives of V. I. Lenin, has attached special significance to the development of science and technology and of scientific and technical information as the essential basis for scientific and technical development. Already in the first years of the Soviet state, scientific and technical information centres were established, followed by setting up a national information network. After the Second World War this national information system has been reorganized in order to improve the co-ordination of the information centres and to eliminate unnessessary parallelism in their activities. After several intermediate stages of reorganization the resolution "On the all-union system of scientific and technical information", passed by the Council of Ministers of the Soviet Union at the end of 1966, served this purpose. The resolution outlines the main characteristics of the information system, the organizational structure and the functions of the all-union centres, the branch centres and the regional and local centres of scientific and technical information, the scientific and technical librariese forming an inherent part of the system. The Soviet Union, true to the international principles of internationalism, is furthering the co-operation with the socialist countries in the field of scientific and technical information, mainly through joint activities carried out within the framework of the Council for Mutual Economic Assistance (CMEA). Close relations are maintained with international organizations interested in documentation and information. A recent resolution of the Central Committee of the Communist Party of the Soviet Union pointed out with special emphasis the necessity of the developing social sciences. As a consequence, social science information should be improved, thus the scientific and technical information system will further be extended.
