Radio and TV as technical propaganda means

Abstract

Radio and TV have special duties to accomplish in technical propaganda fields. The contents and appearence of radio and TV technical propaganda activities depend greatly on the general and individual propects of the technical and cultural development of the country. Radio and TV have always been searching for appropriate terminological and audio-visual possibilities to ensure the best methods of influencing the public opinion. Radio broadcasts must endeavour to displey features characteristic especially of radio effects as the complete broadcasting operation is built upon its being listened to, thus only programs suitable to develop the full image in the perception of the audience should be broadcast. In the TV, attempts to achieve television characteristics should prevail when, in addition to the effects of the language, pictures appear opening up new propaganda work territories simply unacceptable without visual exposition. Radio and TV program structures must take several further aspects into consideration. The radio, subjects, and appearance of programs engaged in technical information and propaganda should be determined within these limitations. Actuality should represent one of the principal criteria of programs. Special attention should be paid to the attractiveness and economic significance of the topic. A particularly important aspect of program design is the necessity to fashion delicately stratified program systems conforming to the composition of the audience. Broadcast efficiency control and the development of adequate public relations are likewise extremely important.
