Selection and introduction of a filing system for registering the implementation of decisions and resolutions
Abstract
This article summarizes the general experiences gained by the COMECON Secretariat in the course of selecting and introducing an up-to-date filing system for the registration and classification of COMECON recommendations and resolutions.
Apart from secretariats and departments engaged in the management and organization of international economic, scientific and technical co-operation of the COMECON member countries, this method may first of all give orientation to institutions charged with registering and classifying authentic tests, which for one reason or another may not be abridged (e. g. resolutions, contracts, work sohedules, etc.) and following up their implementation.
The modernization of the COMECON Secretariat' s filing system, which had been developed in the course of years, took place in three steps.
The first step was to explore and define, beforehand, the particular information tasks relating to the registration of resolutions and recommendations of the COMECON specialized agencies, and then to predetermine the requirements set against such an information system. This work was followed - as the second step - by the study of possibilities offered by different information systems, including the gradual completion and improvement of requirements, and then came the choice of the most feasible system. The third step involved the preparation of methodological and organisational measures and decisions necessary to the switch-over to the new system and to the exploitation of its advantages. After this preparatory work, the switch-over to the new system did not cause any major problems.
