The Czechoslovak information system and its further development

Abstract

Scientific, technical and economic information systems have become the organic part of economic planning and management in every highly developed country. Creative work cannot make progress without adequate information.
With the introduction of the new system of economic management, the significance of the information system has further increased. The foundation of the existing system was laid by the government decree No. 606 of 1959. First a network of specialized information centres was built up. By the mid-sixties it had become clear that these centres could not meet the needs of the individual branches and that there were certain overlappings in their activities. For this reason - as a second step - intersectoral information centres were organized. This process was ccmpleted in 1968.
The re-organization of the state into federal republics did not imply the elimination of the formerly uniform system: branch centres will continue functioning as national agencies although this fact should naturally be taken into consideration in the further development and improvement of the new system and in solving the still existing problems.
The information system is expected to help identifying the main trends of economy, elaborating long-term scientific and technical plans, and to supply information necessary to scientific research, economic guidance, management and decision-making.
The sequence of tasks (theory of scientific information, the system and specialization of scientific and special libraries, arrangement of information, methodology of information processing, researches into the mechanized methods of information storage, retrieval and diffusion, training of information specialists), as it appears in the national research plan under the complex heading of information, clearly shows the problems of the system that are still to be solved and, at the same time, indicates the desirable trend in development.
Once the integrated information system is built up, it should be brought into connection, step by step, with the information systems
of the countries of the Council for Mutual Economic Assistance and with international information centres.
In 1970, the research problems of the complex task had gone beyond the first phase. The achievements in this field raise a justifiable optimism. A research unit has been set up to handle the problem.
