The concept of the title has been the subject of debates between librarians and information scientists since Internet access became available at libraries. In Hungary as well as in developed Western countries free access to information has been percepted as basic human right reflected in Internet usage regulations in libraries. In Hungary, the challenges of access to global information sources and the related library functions should be faced by establishing a more developed and versatile technological and infrastructural background than the present one, and by finding financial support for these goals. Hungarian librarians should
search for solutions that acknowledge primary library importance of Internet services even in the transition period when possibilities are restricted by economical difficulties.
