PHARE investment in human resources: the TEMPUS project

Abstract

The European Union's aid programme for economic restructuring in Central and Eastern Europe, PHARE, pays particular attention to the development of human resources. Its primary manifestation is the TEMPUS project, which as a part of PHARE, receives regular annual support from the Hungarian budget of PHARE. The objective of TEMPUS is to support the development of higher educattonal systems in Central and East European countries. The most important element of the support is the financing of Joint European Projects (JEPs), based on the cooperation of universities and high-level schools in East European countries with those in the European Union. Through JEPs, TEMPUS financially support developments in education curricula, institutional and national higher education reforms, visiting professor contracts and undergraduate, graduate and postgraduate fellowships and study tours.
