Library supply system and the library law

Abstract

The national system of library supply consists of concentric circles. The distance from the centre of the circle is determined jointly by the degree of publicity and the will of the supporting agency. The law on library supply should cover public libraries supported by the central government and local governments as well as libraries announced to be public according to the supporter's decision. The law should care about the tools (e.g., central funds for supporting public libraries) that allow for several supporters to make their libraries public. In order to guarantee efficient operation of the library system it is absolutely necessary to establish a national agency for library system functions and to provide conditions also for regional subsystem operation.
