An important feature of Total Quality Management is its objective to improve quality through the positive participation of all staff within an organisation. It can be added to the ideas of Maurice Line that this very pragmatic approach to management considers the introductíon of institutional plans and policies to lower levels of the library hierarchy, i.e. the popularisation of strategic planning and objec-tives, to be of considerable importance in improving overall quality. In this way, as the author concludes, total quality management can be considered to be as important as strategic planning, i.e. the formation of library policy. The author discusses the possible role of personnel managers in the challenges presented by these strategies.
