Abstract

The opporiunity to plan or replan document supply systems is not frequent, but there may be a need to do so. The increasing internationalization of document supply, the involvement of the private sector and developments in technology do not necessarily make national planning redundant, but they may reduce its scope. Systems should be planned to fulfil certain criteria, especially user satisfaction, fill rate, speed of supply, and minimai cost, and alternative approaches need to be examined with their actual or likely perform-ance in mind. National and supranational political and economic factors have also been taken into account.
