Problems of bibliographic control regarding the users

Abstract

The 39th Session of the International Federation of Library. Associations, IFLA, was held at Grenoble. The lecture on "Bibliographic control of special literature and the interlibrary co-operation among Hungarian special libraries" within the Section of Special Libraries reviewed existing plans for Universal Bibliographic Control. Bibliographic control is considered – rightly – as an input problem. If we suppose that data of documents will be available in the near future (through discipline oriented documentation systems the system of national bibliographies and international information systems) in standardized and machine readable form neither will the control problems be solved considering the information systems of users. Universal bibliographic control will not supply one single product (service) but – even in the most favourable case – a large scale of services, consequently the users' system has to organize the reception and further utilization of these services. Besides the usage, users' systems have also to perform tasks of bibliographic control. Namely some types of documents (product-information, normative information, projects and plans, texts in periodicals other than articles, local documents etc.) will not be included into the system of universal bibliographic control, however, they are important for certain circles of users. Users' systems have to introduce them to the system of bibliographic control supplementing so the "ready-to-adopt" data bases. The paper outlines the possible structure of users control, possibilities of co-operation among special libraries as well as their importance in the implementation of these tasks.
